PNVSCA is the government agency in charge of promoting and coordinating all volunteer service matters in the Philippines. It was created as a committee in 1964 to concretize the Philippine Government's   commitment to the agreement reached during the International Middle Level Manpower Conference held in Puerto Rico in 1962 adopting volunteerism as a tool for socio-economic development.   Read more

VOLUNTEER ACT OF 2007

President Gloria Macapagal-Arroyo signed on April 10, 2007 Republic Act No. 9418 also known as the “Volunteer Act of 2007” institutionalizing volunteerism as a strategy for national development and international cooperation. RA 9418 was spearheaded by the House Committee on Rural Development chaired by Congressman Arrel Olaño and the Senate Committee on Social Justice, Welfare and Development chaired by Senator Sergio Osmeña III.  It is a collaborative effort of PNVSCA, partner volunteer organizations and advocates of volunteerism toward providing a conducive and enabling environment for volunteering in the Philippines.  RA 9418 was published in the Official Gazette on June 11, 2007.

National Forum on Volunteerism Set. The House Committee on Rural Development in partnership with PNVSCA will hold on 27 January 2010 the first National Forum on Volunteerism As a Strategy for Development at the House of Representatives. Read more

2009 National Outstanding Volunteers Recognized in Malacañang. President Gloria Macapagal-Arroyo presented the 2009 National Outstanding Volunteer Awards to nine (9) individuals and eight (8) organizations in a memorable awarding ceremony at Malacanang last December 10. Read more

2008 SOV Awardee Efren Peñaflorida Tops CNN 2009 Hero of the Year Award. Delegates from the 36th Ship for Southeast Asian Youth Program Visits PNVSCA. A group of 38 delegates from the 36th batch of the Ship For Southeast Asian Youth Program (SSEAYP) coming from Japan, Malaysia, Singapore, Thailand, Myanmar, Brunei Darussalam, Cambodia, Indonesia, Vietnam, Lao PDR, and the Philippines visited the PNVSCA office last 13 November 2009. 2009 NATIONAL OUTSTANDING VOLUNTEER AWARDEES

Bumatay, age 71, is a missionary by vocation where the rule of thumb is others first and where service is always with no monetary consideration.  But it was in 1998 when she purposely joined a structured volunteer work with the Muslims, teaching Maguindanao children in Maharlika Village in Taguig upon invitation by a missionary friend.  The following year, she joined another group volunteering with the Muslims in Dasmarinas, Cavite.

desamito.jpgCol. Celestino F. Desamito, Jr. (Ret.), 69 years old, is an NGO volunteer and an entrepreneur in Koronadal, South Cotabato.  Col. Desamito’s sense of volunteerism started when he became a member of the University of the Philippines Student Catholic Action (UPSCA) during his college years.  The prayer of St. Francis says: “to give and give until it hurts, to labor and not to ask for any reward, and that in knowing that I am doing His will” became his inspiration of living a meaningful life of significance.

MFI-logoMag-uugmad Foundation, Inc. traced its roots in 1981 in Central Cebu area. It was brought about by the formation of farmers work group to fight off soil erosion under the former Ministry of Natural Resources Social Forestry Program which introduced the contour farming method. Farmers group themselves into five (5) member team which are called “Alayon” to lighten their work.  These teams became trainors and technicians to nearby barangays. As the number of Alayons grew in number, they decided to formalize their group into Mag-uugmad Foundation to sustain their initiative.

Tuklasan at Ugnayan ng Kultura, Lahi at Sining ng mga Katutubo was born out of the common interest of various indigenous youth leaders to set up an organization that will further their cause and cultural preservation. TUKLAS KATUTUBO is espousing volunteerism among its members and partner organizations and recruits local volunteers in the communities who will sustain its Balik Tribo Program.

Philex Logo - OfficialPhilex was incorporated in the Philippines in 1955 to engage primarily in mining activities and has operated the Sto. Tomas II deposit at Padcal, Tuba, Benguet.  The Padcal mine is the first underground block cave operation in the Far East and is the only remaining large-scale copper-gold operation in the Philippines. In doing its share in community development and environmental conservation, Philex Mining Corporation undertook programs and activities in environment, health, education and safety.

Ledivina V. Cariño was born in Marahan, Alfonso, Cavite on April 22, 1942 to Pastor Leon Vidallon and Dionisia Vidallon nee Cajapin, a teacher.
At a very early age, Dr. Cariño showed great academic promise graduating valedictorian at just short of 10 years old, two years younger than the rest of her class. She went to the Philippine Christian University – Union High School and again graduated valedictorian, at 14 years of age. In her high school yearbook, she stated that her ambition was “to be of service”.

Voluntary Services Overseas is an international development charity that works  through professional volunteers who live and work at the heart of communities in 34 countries around the world.  It started in the Philippines in 1968 working with local partners and sharing  their skills and expertise to help find long-term solutions to poverty within the framework of its six development goals namely:  Education, HIV and AIDS, Disability, Health, Secure Livelihoods and  Participation and Governance.

SPECIAL COMMENDATION

VOLUNTEERS DURING TYPHOONS ONDOY AND PEPENG

Young Hero:

  • Muelmar Magallanes - 18-year old construction worker who braved the rampaging floods to save more than 30 people, but ended up sacrificing his life in a last trip to rescue a baby girl.

Government Personnel :

  • Private First Class Venancio Ancheta –belongs to the Disaster Response Team of the 2nd Infantry Division of the Army who offered his life during the rescue operations in Brgy. Tunhak, Famy, Laguna. His group saved more than 600 individuals during said rescue mission. Pfc. Ancheta was carrying the 20th rescued civilian in his back when he was hit by a log.  He was able to bring the man on his back to safety before he was swept away by the flood current.
  • Cpl. Adriano Regua – part of the team who first responded to the flood-stricken areas in Sitio Johnson, Mabitac, Laguna. He died in an attempt at rescuing one of his men from being swept away by the current but, in the end, both of them were carried away and drowned in the strong flood.
  • Senior Fire Officers II Richard T. Balusdan, Sr. and Siegfred B. Ngolovan and Brgy. Kagawad Rex Mang-oy – all died in the line of duty on October 9, 2009 while trying to save victims of a landslide at the height of Typhoon Pepeng at Sitio Buyagan, La Trinidad, Benguet.

Organizations:

  • ABS-CBN Foundation’s Sagip Kapamilya – led in mobilizing volunteers and resource donations for the rescue, relief and rehabilitation efforts. ABS-CBN’s 24-hour coverage provided news and  information and how people and organizations can be of help to the victims.
  • GMA Kapuso Foundation – led in mobilizing volunteers and resource donations for the rescue, relief and rehabilitation efforts. GMA’s 24-hour coverage provided news and information and how people and organizations can be of help to the victims.
  • Oplan Sagip Bayan Volunteers – undertook massive relief efforts and assistance in the affected areas which were mostly severely flooded and isolated.
  • Philippine National Red Cross – led in rescue, relief and rehabilitation efforts in the wake of typhoons Ondoy and Pepeng and have reached at least 30,000 families displaced by floods.  PNRC is also building 6,500 homes for victims of the typhoons, and helping 10,000 families in repairing damaged homes.
